Online Tax Compliance for Foreign National Payments at UT Dallas

What is FNIS?
Maintained by Thomson Reuters, Inc., the Foreign National Information System (FNIS) is a web-based, data-entry software application for foreign national tax compliance and income tax treaty analysis that also prepares IRS tax forms.

Foreign nationals at UT Dallas submit their personal and immigration status data using FNIS. The data is then analyzed to compute tax status and determine treaty eligibility. Foreign nationals are able to review updates and print reports and completed IRS forms.

Who is required to use FNIS?

Required All foreign individuals in any immigration status who receive payments from UT Dallas.
Must be determined Foreign nationals who have an Employment Authorization Document (EAD). Contact the Tax Compliance Office at [email protected] to determine if this requirement applies to you.
Not required Unpaid appointments, lawful permanent residents (Green Card holders), and U.S. citizens.

Why must foreign nationals use FNIS?
Immigrants to the U.S. can be taxed as either non-resident aliens or resident aliens depending on their visa status and the length of time they have been physically present in the U.S. The process for determining their tax status is called the Substantial Presence Test (SPT).

The SPT must be performed:
  • at the beginning of each calendar year, and
  • with any status change (immigration renewal, new immigration status).
The FNIS system allows UT Dallas to track these changes, analyze an individual's records electronically and process necessary forms.

When must FNIS be completed?
Before receiving any payments from UT Dallas. Such payments include, but not limited to:
  • Employment Income: wages, salaries
  • Self-employment Income: honorariums, independent contractors
  • Scholarship/Fellowship Income: non-qualified scholarships/fellowships
  • Other Income: royalties, prizes, awards, reimbursements, etc.
If you are a UTD employee or student, you are required to re-complete FNIS:
  • In November of each calendar year, and
  • With any immigration status change (extension of immigration type or change of immigration type).
How to complete FNIS?
Please refer to FNIS Instructions for detailed instructions on how to complete FNIS.
  1. Submit the following documents to the Tax Compliance Office to gain access to the FNIS website:
    • Completed Request for FNIS Access form.
    • Copy of passport identity page(s).
    • Copy of all U.S. visas used within past three calendar years.
    • Copy of all F, J, M, Q visas issued after 1984.
    • Copy of all Form I-20s/DS-2019s from each school attended.
    • Copy of all passport pages with U.S. port of entry stamp.
    • Copy of Form I-94 (can be printed from "Get Most Recent I-94" at https://i94.cbp.dhs.gov).
    • Copy of U.S. travel history (can be printed from "View Travel History" at https://i94.cbp.dhs.gov).
    • Copy of Social Security card or Individual Taxpayer Identification Number (ITIN).
    • Copy of eligibility document: EAD card, Form I-797, if any.

  2. Within 72 hours of the receipt of your documents, you will receive an email with FNIS login instructions. Follow the instructions to access FNIS.
    • You will be required to change the password the first time you log into FNIS.
    • Under "IRS Form", select "Consent" to receive all IRS Forms and Reports electronically.
    • Complete Steps 1-6 under "Data Entry" as instructed, please refer to FNIS Instructions Appendix I for detailed instructions.
  3. You will receive an email from the Tax Compliance Office once your data entry has been approved.
    • After you receive the email, log into FNIS and click "View and Print" under "IRS Form".
    • Review, print, and sign all of the tax forms.
    • Submit signed tax forms to the Tax Compliance Office.
