Foreign National Information System (FNIS)

Online Tax Assistance for International Students at UT Dallas

What is FNIS?
Maintained by Windstar Technologies, Inc., the Foreign National Information System (FNIS) is a web-based, data-entry software application for foreign national tax compliance and income tax treaty analysis that also prepares IRS tax forms.

Foreign nationals at UT Dallas submit their personal and immigration status data using FNIS. The data is then analyzed to compute tax status and determine treaty eligibility. Foreign nationals are able to review updates and print reports and completed IRS forms.

Required All foreign individuals in any immigration status who receive payments from UT Dallas
Must be determined Foreign nationals who have an Employment Authorization Document (EAD). Contact the International Tax Compliance Office at taxcompliance@utdallas.edu or (972) 883-4268 to determine if this requirement applies to you.
Not required Unpaid appointments, permanent residents and U.S. citizens

Why must foreign nationals use FNIS?
Immigrants to the U.S. can be taxed as either non-resident aliens or resident aliens depending on their visa status and the length of time they have been inside the U.S. The process for determining their tax status is called the Substantial Presence Test (SPT).

The SPT must be performed
  • at the beginning of each calendar year and
  • with any status change (immigration renewal, new immigration status).
The FNIS system allows UT Dallas to track these changes, analyze an individual's records electronically and process necessary forms.

How can I submit my information to FNIS?
If you have any questions during this process, please call Wanda Beverly at (972) 883-4268 or contact the Nonresident-Tax Specialist who sends the welcome email.
  1. Complete the Request for FNIS Access form. Within 24 hour of the Bursar's receipt of your request, you will receive an email with FNIS login instructions.
  2. Gather the following documentation prior to accessing FNIS:
    • Passport
    • All U.S. visas (B1/B2/F1/F2/J1/J2, etc.)
    • I-94 (white card or full sheet if you have had a status change)
    • F visa: All I-20s (since your first day in the United States)
    • J visa: All DS-2019s
    • Social Security card (if you have one) or Individual Taxpayer Identification Number (ITIN)
  3. Log into the FNIS website.
  4. Submit your personal history and visa information as instructed.
  5. Sign the IRS forms provided by FNIS.
  6. Submit the signed forms and copies of your passport, visa, 1-94 card and either Social Security card (if you have one) or Individual Taxpayer Identification Number (ITIN) to the International Tax Compliance Office:

  7. If you have received tax forms in the mail (Alien Tax Status Form, Form W-4 8233, Form W-8BEN), you may now disregard them. The forms will be electronically completed using the data you entered into FNIS.
