Technology and legislation play a part in the decrease of ozone loss. One idea is to let 1000 jumbo jets during a 30-day period for several decades inject large quantities of ethane and propane into the stratosphere.  However, this could increase the ozone depletion. Another idea is to use tens of thousands of lasers to blast CFCs out of the atmosphere.  However, this requires massive energy consumption.

Montreal Protocol required the decrease of the use of CFCs by 35% by 2000. The Copenhagen Agreement required a phase out non-essential CFC, carbon tetrachloride, halons, HBFC and methyl chloroform by January 1996. It also required a freeze of methyl bromide production at 1991 levels by 1995 and of the consumption of HCFC at 1991 levels and elimination of them by 2030.
