Philip K. Armour, Ph.D. in Sociology, University of California, Berkeley, 1979, has studied public policy making since the 1970's. In graduate school, he was a National Institute of Mental Health fellow, studying mental health policy making in the United States, England, and Sweden. His Cycles of Social Reform is based on this study, and the most recent version of this work was published in the Handbook of Mental Health Policy Making in the United States. He presently is co-conducting a study of community mental health policy making in the United States and Sweden in the 21st century.
