Dr. Jeremy L. Hall joined the University of Texas at Dallas Public Affairs faculty in August, 2008. He serves the Graduate Programs of Public Affairs as Associate Professor and Assistant Program Head.
Dr. Hall completed his doctoral studies at the University of Kentucky Martin School of Public Administration. He also holds an MPA from the Martin School, and earned a Bachelor's degree in Music and Government from Centre College. Prior to joining the UT Dallas faculty, Hall served on the faculty of the University of Alabama at Birmingham from 2005 to 2008.
Dr. Hall serves on the editorial boards of Public Administration Review and Public Performance and Management Review. His research appears in key academic journals including: The Journal of Public Administration Research and Theory, Public Administration Review, American Review of Public Administration, Economic Development Quarterly, Public Performance and Management Review, Publius: The Journal of Federalism, Policy Studies Journal, the Journal of Public Affairs Education and others. His 2010 book (Grant Management: Funding for Public and Nonprofit Programs) is the first to examine grant writing and grant management from a Public Administration perspective. Hall's research focuses at the nexus of public sector performance, public policy processes, and intergovernmental relations, often addressing questions of economic development. Within this framework, Hall's research has examined the use of evidence-based practice in state agency policy decisions, the effect of capacity on federal grant distributions, and the shifting accountability structure brought about in fiscal federalism by the American Recovery and Reinvestment Act. He has developed and tested new measures of innovation capacity in the U.S. states, considering the effects of capacity on economic development and growth in the new economy. His research interests also include Public Policy Analysis, Public Sector Capacity, Public Organizational Performance, Best Practices, Local & Regional Economic Development, Rural Development, Innovation Policy, Science and Technology Policy, Intergovernmental Relations, and Fiscal Federalism.
Dr. Hall is a Past Chair of the American Society for Public Administration's Center for Accountability and Performance, for which he was awarded the 2011 Chester A. Newland Presidential Citation of Merit; he continues to serve on the CAP board. Hall was elected to the Council for ASPA's Section on Public Performance Management and to the executive committee of the American Political Science Association's Section on Federalism and Intergovernmental Relations. Dr. Hall is an active member of PMRA, ASPA, APSA, APPAM, SPSA, and SECoPA where he served two full terms on the board of directors. He received the 2004 Pi Alpha Alpha Best Doctoral Manuscript Award (NASPAA), and the 2003 Collins Award for Best Doctoral Paper (SECoPA). He was a Leadership East Kentucky participant in 2003. Dr. Hall is regularly called upon to serve as grant review panel leader for HUD's Office of University Partnerships.
Dr. Hall is an active instructor. He led the UTD MPA program's transition to the capstone format as a culminating experience in each student's studies. Hall teaches the Capstone course each spring semester. Hall also developed and manages UTD's formal memorandum of understanding with the Seoul, South Korea, Metropolitan Government. He selects and leads a group of qualified graduate students to Seoul each May for an international education program. Dr. Hall's teaching portfolio includes the Public Policymaking Process, Bureaucracy, Economic Development, Program Evaluation, Grant Writing and Management, Strategic Planning, State and Local Government, Evidence-Based Practice, Federalism and Intergovernmental Relations, and Decision Tools for Managers.
